Is there any significance to the order of the rows in Excel?

Yes, but only in a slight way.
 
The Node row is the start of the page, and every row beneath it is presumed to represent a shape on the same page. When the next Node row appears, this begins a new page.
 
The order of rows between 2 Nodes is not significant.
 
Two Node rows cannot appear consecutively, there must be at least one shape on a page in addition to the Node.
