Clone tool will not run

Symptoms:
 
Clone tool will not operate. Publication Notification e-mails are missing from your notification e-mail. An error similar to the one below will be shown in the event log and an email containing this error will be sent.
 
System.UnauthorizedAccessException: Access to the path 'C:\Program Files\Triaster\PublicationServer\Config Files\processlibrary\live\progresslog.txt' is denied.

at ImprovementWorkbenchServer.clsMain.UpdateFilesForCloneStage(String strLibrary, String strOldStage, String strNewStage, String strConfigRoot, String strContainer)
at ImprovementWorkbenchServer.clsMain.ProcessTask(FileInfo objTask, String strQueueFolder)
 
Cause:
 
Progress logs with no permissions have been created in a site's Config Files directory. The root cause of this issue is currently under investigation. 
 
Solution:
 
Log on to the affected Publication Server as a local administrator and press Start>Control Panel>Administrative Tools>Services, go to the "PN Publication Wrapper" service and click restart.
